Statement from North West Leicestershire Conservative Association, Rupert Matthews’ Defection

The North West Leicestershire Conservative Association condemns the decision by Leicester, Leicestershire and Rutland Police and Crime Commissioner (PCC) Rupert Matthews to defect from the Conservative Party to Reform.

This move is not about principle. It is a calculated political manoeuvre aimed at securing what he believes will be an easier path to the next stage of his career. Mr Matthews has long made clear his ambitions for higher office, whether as a Member of Parliament or as Mayor of the Leicestershire Combined Authority, roles that would bring larger allowances and greater public resources under his control.

Our members recall the 2024 PCC election all too well. Despite Mr Matthews not being universally popular within the Conservative family, volunteers across North West Leicestershire , along with colleagues county-wide, spent countless hours delivering leaflets, knocking on doors, and making the case for his re-election. This was done in the spirit of teamwork and loyalty to the Conservative cause. To abandon the party mere months later is an insult to every volunteer and to every taxpayer funding the PCC’s office.

Mr Matthews’ track record as PCC also raises concerns. In just four years, he has appointed, and subsequently parted company with, eight Chief Executives, including one former Chief Constable dismissed for gross misconduct. Such a revolving door suggests his “common sense antenna” is not as well-developed as his political instincts.

The PCC role comes with significant responsibility and cost. Band D households currently pay around £300.23 in police precept. Of the £255 million policing budget, £112.3 million is raised through local Council Tax. While most of this funds policing, the Office of the PCC costs around £5.24 million annually.

If Mr Matthews wishes to serve under the Reform banner, he should resign and put himself before the electorate. Public service must be based on principle, not personal ambition.
